Legionella occur naturally in water but, given the right conditions – certain temperatures, a supply of nutrients and stagnant water – can proliferate and colonise water systems such as cooling towers, hot and cold water systems and other plant and equipment.
Those in control of any water system (i.e. cooling towers, domestic hot and cold water, process water) have a duty to undertake a risk assessment and implement appropriate control measures.
The consequence of inadequate management can be devastating, as shown by the outbreak at the Forum 28 Arts Centre in Barrow-in-Furness that resulted in 180 infections and seven deaths and the largest multiple manslaughter trial in UK history.
